Protect Condominium Residents from Abusive Boards

Sign this petition to demand that Ontario protect condo residents & owners from corrupt governance & abusive Boards. Our homes should be our sanctuary, not a site of systemic oppression.

Nearly 2 million Ontarians live in condominiums, which are the primary housing option for our most vulnerable— young families, seniors, newcomers, and renters. Yet, weak legislation has allowed rogue boards to operate like unchecked lords of their buildings, turning our homes into spaces of constant anxiety, intimidation, and financial fear.

The Rigged System

The ultimate conflict of interest? Condominium boards currently run their own elections. With zero independent oversight, bad actors stay in power for decades by using fraudulent tactics:

Proxy Vote Fraud: “I collect Proxy Voting Forms and re-use them each year; I just modify the date on the form. I win every time.” – Mississauga Condo Board Member

Financial Extortion or Favors: “I paid a $3,000 chargeback but the Board Member said they wouldn’t clear the balance without my vote.” – Ontario Condominium Owner

Ballot Purging: Boards fabricate fake arrears balances or use aggressive legal threats to strip owners of their voting rights and kick opposing candidates off the ballot.

When governance fails, residents suffer. We face weaponized financial chargebacks, misappropriated funds, kickbacks, and intentionally neglected building maintenance.

Our Call for Immediate Government Intervention

We call on the Minister of Public and Business Service Delivery to take immediate legislative action to protect millions of Ontarians living in condominiums:

  1. Expand CAT Jurisdiction: Immediately empower the Condominium Authority Tribunal (CAT) to fast-track election disputes without requiring expensive court battles.
  2. Neutral Third-Party Elections: Mandate an independent agency (eg. CAO) oversee all condo voting, completely removing incumbent boards from the process.
  3. Neutral Control of Proxy Votes: All proxy voting must be submitted directly by an owner to a neutral third party (eg. CAO) to prevent fraud.
  4. Mandatory Term Limits: Cap continuous board membership at a maximum of two terms (6 years) to prevent entrenched power structures.

The Minister has the power to update the Condominium Act and restore integrity to our communities, and safety in our homes.

‘We’ve had enough’ – our rally on the front page of CBC

‘We’ve had enough’: Condo owners rally at Queen’s Park to call for change in how condo boards operate

Our group, Condo Residents for Change, was featured in an article on the front page of CBC.ca!

We’re seeing hundreds of comments on the article. Thank you CBC for covering our story and getting the message out.

A few excerpts from the article and our responses

Two of our lead organizers were quoted:

“Far too long has this government neglected and left condo owners and residents out of the loop. They favour the corporation. They favour the property manager. They favour the board, Jad Boukayli”

“Going through this has caused extreme stress, anxiety and financial loss. I should be raising my kids and feel protected in my home, not be fighting mentally and financially exhausting legal battles,” [Ghufran Siddiqui] said.”

We also saw CBC got a comment from a lawyer: “‘Rogue boards’ are the exception”

We strongly disagree with the insinuation that the problems we are tackling are isolated or minimal. These are widespread legal loopholes and gaps in legislation. Unfortunately to simply rely on ‘the good heart’ of Board members is not a very strong protection. Legislation needs to change.

We encourage everyone to continue to share the petition. And connect with our group.

Successful Demonstration at Queen’s Park

“What do we want? CHANGE
When do we want it? NOW
Change Change the Condo Act”

On Wednesday October 28th we had a successful gathering outside the Legislative Assembly of Ontario

We were happy to see fellow residents and owners from: Brampton, Mississauga, Scarborough, Vaughan, Toronto, Etobicoke and more. Many shared their stories and it gave our group the opportunity to unite with other condo groups fighting for rights. We look forward to a larger united group fighting for our shared goals.

We were also joined by media organizations, the Condominium Authority of Ontario, Lucas Alves (Mississauga Councillor) among others. We greatly appreciate all those engaging with us to understand the situations we are facing.

What’s next? Share your story

We are gathering stories and suggestions from condominium residents and owners. Our intent is to collect and summarize the reality on the ground for the stakeholders and the Ministry.

Ultimately we will aim to work with the Ministry and propose tangible policy recommendations.

Please share your story and what changes you think are needed (in legislation / the industry)

NOTE: We don’t have the resources to edit submissions. Be mindful of defamation, consider submitting without naming specific condos or people/ parties.
